Apparently that was the message posted by Google to their Gmail users in Germany after losing a 3 year legal fight. But I still do not understand why it still thinks I am from Germany even though I live in NZ. Weird...

Sounds like a little notification from Google themselves, but why to you when you're in NZ?
My guess is for you to clear your cache, empty your history, remove all cookies and restart your browser. Then see if it comes back.

Weird. There was some copyright case in Europe which means that google uses Google Mail there rather than GMail (although in practice abc@gmail.com is the same as abc@googlemail.com). I think this is telling you that you should use google mail not gmail.
Doesn't explain why it's happening to you though and it thinks you're in Germany. They normally use your IP address to work out your country. Maybe reset firefox and turn your modem off and on to get a new IP address and see what happens. Also log in using www.gmail.com rather than gmail.google.com. And maybe change your password to be 100% sure! :)
I cleared all my private data and restarted FF3. The problem seemed to go away for now. :)
